Tom Anderson do all their models with a piezo option, trem or no trem.
As for the quality difference between Musicman and Jackson USA, I'd say they are pretty similar. It comes down to taste: Jackson tend to make more '80s shredder' guitars, and Musicmans tend to have a more vintage fender derived feel. Of course, musicman make the axis, which I think is the best shredder guitar I've played, and Jackson's custom shop would be able to mimick a musicman neck if you asked, so it's not a black and white, either/or thing.
Overall, I prefer musicman in all but one area: they look a little small.
