My favourite is the Roland Dimension D and its BOSS imitations, the Dimension C, Dimension Chorus and CE-20.
Stick around and you will get plenty of other good suggestions.
Another modulation effect to consider is the Uni-Vibe.
A nice substitute would be to get a Line 6 M5 Modeler, and use the Dimension emulation in there. I use it on my POD and it sounds great.
If you want a real pedal, then the Boss Multi Overtone might be your best option.

Re: Best chorus for a layered sound?
The Earthquaker Devices Sea Machine comes in just under $200. I have had several other choruses - including the Boss DC-2 and CE-20, and I sold them all after I got my Sea Machine. It will do pretty much anything you want it to chorus-wise; from a simple and subtle "detuned" effect to very pronounced vibe-ish pulsating sounds. Very cool pedal - I have more EQD effects than anything else.

No more than $200, but preferably less than $150

Best chorus for a layered sound?
All of my amps have a chorus effect, and every one of them sounds closer to a flanger than a chorus, even when used to a lower effect. Are there any chorus pedals that just layer the sound?Tags: None
