In this wiring diagram are the coils tapped when the push pull pot is pulled up or when it's down?

I just got some pickup covers for to two APS-2s, but they don't fit. I tried to see if they would fit on a Fender Texas Special I have and they did fit that. I had thought they had the same pole spacing, but it seems they don't. Were do you buy pickup covers for Duncan single coil pups?

I was just looking at the new stuff for this year on fender's site and saw the American Standard Strat. Does anybody know how many frets they have? The specs say it has 22 frets but the picture they have is a guitar with 21 frets. Just curios if anyone knows which it is.
