I can't tell if it's a tube damper like this
Use two or three of these rings around a pre-amp tube to reduce noise and microphonics. An economical alternative to more expensive tube rings. Price is Per Ring
If it just slides down on top of the tube and rests on the chassis, it's probably a tube damper. If it's installed on the chassis, it's a rubber grommet.
Either one isn't necessary for the Amp to operate.

Rubber grommet! That's exactly it. Thank you! I guess I can get those at Home Depot?
Would you happen to know what size I need for an EL84 to pass through it?

Just measure and get the closest size.
Used to insulate and seal around holes cut in metal chassis, while damping vibration and minimizing abrasion. Durometer hardness is 55A. Use indoors and outdoors. Color is black. Flexible grommets are made of SBR rubber and have a temperature range of -56 to +200 F.1/4" Grommets are used for shock
