100 Watt Laney tube head + B52 400 Watt cab=possible "quiet sounds"?

Alright. A member on this forum has offered me a Laney GH100 tube head. It has 100 watts. After I buy this, I was thinking of just getting a basic B52 400 watt cab (i like it cuz it has lotsa bass and it's cheap). Something to concider: would it be hard for me to keep this stack under control? I live in a rather small apartment with neighbors all around, so i definatly couldnt be having it turned up all the time. I recently messed with a Mesa Boogie 100 watt tube head at guitar center and that level knob was SO f*****g touchy. it went from silent to almost blowing me off my stool after turning it a mere millionth of an inch. do you think the laney would be the same just cuz of the insane tube-wattage???

I'm guessing not as much as the Mesa, but definitely, yes. You're going to have to buy some kind of attenuator or keep the volume knob on your guitar very low as well as the amp's volume.
