Personally, I think shims hurt the tone a little, and prefer to have them non-shimmed.
But, if you have to change the neck angle, try using a piece of a popsickle stick.
With a sheet of sandpaper, shave it down at a slight angle, and round the back edges, so it fits neatly into the pocket. Use a small piece of tape to keep it in there, so it doesn't shift when you tighten the neck down. Don't forget to redo the intonation.
