Is the spring plate between the block and the base plate really needed ? i know that it keeps constant pressure of the lock screws on the fine tuners and that is considered an upgrade to the original design, but floods with out it seem to work fine, and it just seems like a tone sucker.

Can you legitimize the claim of it being a toneseucker, or is it just a rumor you've heard?

The spring plate is an important part of the tuning stability. I'm not sure where you've seen Floyds without it, but I doubt they're OFRs, and seriously doubt those work as well as one with the spring plate.

Mine is blocked solid both ways and I still have the springs.

Take them out and try to tune the guitar....

I'm lost. Are you talking about the fine tuner plate or the spacer plate that goes between the block and the fine tuner plate? You have to have the spring plate or the fine tuners won't work. It's a balance system, without it, there's no balance. The little square spacer underneath that isn't really needed and I usually take it out.
