i think scott502 has struck the correct note...
technical skills are means by which we express our feelings through the guitar...
when you feel angry you might want to palm mute power chords or maybe shread really fast... when you are sad you might want to play the blues slowly, with nice vibrato and beautiful phrasing!

i think that every artist and every human being puts these technical skills in order of priority for his own taste and emotions... the same exact thing goes for theory... every individual takes it into account as much as they have to or want to...

of course Osensei very correctly said that the ACTUAL problem is Distinguishing and selecting the right tools that YOU like to use... (at least that's what i got from his sayings)

i will edit and post a link of an article i read about expessing feelings through the guitar... if i find it...

Once again a perfect example. You can say what you will about Carlos Santana. To me, he seems more like a play by ear musician. I'll never be accused of saying that Carlos has a grasp of theoretical concepts (he may). Neither will I ever say he has the best chops in the world. But inspite of all of the short comings that I might attribute to the man, he is the prime example of that which I speak. He has found within the human and emotional element as he interprets it in his own playing.

While to me his adlibs might sound like nothing more than simple bluesy cliche', I have to respect that he is at peace with himself and his playing. Moreover, he gives joy to those who are open minded enough to listen. What can be more powerful than that? Is that not the ultimate goal?
