Grover tuners tighten all the way?

I picked up a 2017 SG a while back. It had Klusons on it and I am putting Grovers back on it. It originally came with Grovers.

I feel like I am doing something ridiculous but when I screw the front and back together.........on ONLY the right side of the headstock......I can't get any of them to be flush with the headstock. They get close still have a 1-2 mm gap and this makes them loose.

Any ideas on what's happening here? Thanks!
 
Normal Grovers on a standard USA SG. You can see the original grover outlines on the back of the peghead so I know it should work.

I'm wondering if the holes got reamed out a bit when he put the other tuners on? I don't know. Still doesn't make sense than half of them work and half don't.
 
Hole in headstock is about .4 "

bushing width is about .38"

it's plenty snug enough.

headstock depth is .56" on both sides so that's within spec

I just can't get the top & bottom parts to screw down far enough to sit flush. And all on the one side. Super bizarre.
 
The locking collar is 0.394", the non-locking is 0.374" in the schematics. Possibly half the bushings are for the locking type, expecting a taller collar?
 
the grovers I got are non-locking and fresh out of the box so shouldn't be a mismatch?

I think I just need to go for the locking and back to original specs and call it a day?
 
it's a 3x3.

It has to be something simple. I feel like there is just a little something keeping me from getting them like 2 more rotations down and where we need them to be
 
Quick test might be swap one bushing from one side to the other. If it has the same problem, then it's possibly an issue with the guitar itself.
 
Fixed!

Took the top of the tuners and did a little grinding so they'd fit a bit closer. All good now!
