Why did you go all the way to the wood? How long would you say it would take to use simple paper down to the point in which it could be painted.
Why go to the wood... Basically was bored and needed a project to pass the time and sanding was kinda relaxing lol. So certainly no practical reason.
And you can get the paint rough enough to spray over with about an hour of sanding or less I bet. When the whole thing is matte and covered with dust then wipe it down with a clean cloth with a little mineral spirits to get dust and fingerprints off and you should be good.

How will I know when I've gone far enough? How rough should the wood feel?

I would get 220 grit paper and a slightly flexible sanding block, and try to sand everything in one direction and dont press too hard, avoid deep scratches, and let the sandpaper do the work. just work until the gloss is clearly gone and you start seeing dust the color of the finish. you're aiming to take the all gloss off, no shiny spots when you look at it in bright light. and then to get a level base on top of that you could maybe go lightly over it with #320 but even at #220 then it should be ready to prime. Use a primer for a nice level coat for the color.

it'll feel pretty smooth still.

You don't need to sand it to wood for a respray. You use a medium grit (I use 320 wet-or-dry) to give it a little tooth. Wipe it clean with mineral spirits or a tack rag (ask your paint supplier that is NOT a big box store). Mask off whatever you don't want painted, and apply your finish in a clean area. Make sure YOU are clean, too. Strip to the waist, cover your head with a hat or something.

My first spray booth decades ago was a horse barn with a dirt floor! I would spray a bit of water around to settle the dust, and mixed the nitrocellulose lacquer according to the humidity. It turned out great! Believe it or not - it was a Gibson 330 I sprayed pearl white. Buried it in clear when it looked nice. Last coat - a damn bug flew into it. I had to sand him out later, and recoat. Last time I saw the guy, he was still playing it, and he said it looked good.

All you have to do is get the entire surface area scuffed up so the new layer of paint will adhere. Start as rough as you need to make it easy on you, then take out the deep scratches so they won't show up by sanding it to 180.

And while you're at it, if there are any major dings in the body, once you sand down the finish that would be a good time to fix them up with wood filler and maybe a dowel, if necessary.

The reason to take existing finish off is that 2 layers of glooped on finish will make for a very thick final coating.....judging by Fender's typical plastic coatings.
