Humming and switches

Hey guys, I have s light hum in my Les Paul that is in all position though seemingly a BIT louder in the neck, is that a ground?? which one liekly??

My Les Paul switch is kinda scratchy and sometimes takes a few flicks to work, its an epi and its OLD so I know I should change it but for a quick fix will contact cleaner do anything?? resoldering??

The hum may be insufficient grounding.

And for switches and knobs I've found that WD-40 or other stuff works fine to loosen it up.
