Is it normal to have some noise when using gain and the guitar's volume turned all the way down?

yep. I can make my amp hiss when using enough gain, even when the guitar's volume is on zero

I have no guitars where the noise level does not decrease by some amt. when you roll the volume all the way back to zero.

I once had an issue where pots part-way on (not rolled all the way back) created more noise; it was a grounding issue. I once had the use case where turning both pickups off at the same time using switches created noise; that was also a grounding issue.

I still get amp hiss, but less than with the volume up.

If I crank my Super it makes some noise, and it doesn't even have a gain knob.

Components in the amp contribute to noise as well as the guitar. Plus there are interference type noise elements that will occur too.

Hi, Clint - are you talking about amp hiss/hum or the sound from the guitar (as in you can still hear notes when the volume is all the way down)?

Amp hiss.

Yup, definitely - amps can be inherently noisy even at low gain. Depending age of amp, there can also be electrical interference in pots, etc.
