Fender Blues Junior. The master volume control gives it an advantage, as you can overdrive it at low volumes. 15w is still pretty loud! Just make sure s/he tries it out first; some of the reverb units hiss!

You left out the Palomino V16, really has mojo, I swear. Although I don't know how well they're built.

Hughes and kettner 20th aniversary edition tube, fantastic sounding tube amp 20 watts pretty loud.

There are so many low-wattage amps out there, man. How much is your buddy willing to spend?

Something else to keep in mind: It takes one tenth the wattage to reduce the volume by half. For example, a 10-watt amp is only half as loud as a 100-watt amp. Lots of low-wattage amps scream, but don't let that stop your buddy. I'm looking for a good, high-quality, low-wattage amp for myself.

It can be kinda hard to find one that can work effectively for practice and performance. Of course, that depends on how big the club is, right? Small to medium sized clubs can work well for 15-20 watt amps. The PA systems these days are pretty decent in a lot of places, so micing the amp isn't as big a deal.

a great little combo to look at is the Ampeg J12T. It is often overlooked, but it's a nice amp.

pro junior would be my first choice.
