Neck Tone Acting as Volume on Les Paul

Just wired up my Epiphone Les Paul Classic with new metric CTS 500k pots and Orange Drop caps and the neck tone is acting as a volume. The neck volume is working fine and the bridge volume and tone are working as they should. I double checked the bridge tone wiring and it matches the neck tone wiring. I wired everything the same as it was before and the neck tone was working then. Not sure what the problem is. Sounds pretty cool, though, but I'd like the tone to act as a tone and not volume. Any help would be greatly appreciated.

the capacitor looks to me as if it is shorting out on the back of the pot with BOTH legs. Only ONE of the two legs can touch the back. The one going to the center lug must NOT be touching anything other than the center lug.

I've done silly things like that. Sometimes I figure it out, but usually I ask for help. In my case, it is what happens when I work on something too long, I start making small mistakes.
