Nosy hotel maids can be an issue too.
Try going around a few times on each wheel. Probably won't work, but worth a shot.
If you still can't get it, just cut the stupid thing off, unscrew the top flippy part of it, and throw it away. Those locks are completely useless. Why would someone open your guitar case to steal it when they could just grab the handle that's a few inches away, and then walk off with it?
The locks are handy for me when I am around small children (who don't know any better); or rude, ill-mannered teenagers who SHOULD know better. Nosy hotel maids can be an issue too.
I would suggest that you take the case to a luggage store that does repairs. Odds are the repairman will have the tools and knowhow to safely deal with the lock.
I suspect that Gibson Customer Service might have an answer too.
And then there is the dynamite/napalm/sledgehammer solution......

You'd be surprised how stupid criminals can be. Aside from just stealing a guitar, that is.
Only trouble with those options is you encounter the inevitable suspicion of it being stolen.
And you blew up your car, then crashed the wife's, then locked yourself out of your guitar case? In the same year?
Buy a lottery ticket, because if that luck finally turns around....
