New Bass Strings

I'm a new bass player but very old guitar player. I'm changing strings out on my new (to me) bass and I ran into something that you don't see on a guitar. The heaviest string (5th, B) is multi-layered in such a way that the section laying over the bridge is not the outer layer of the string so that the full diameter of the string is not over the bridge. Should I do something to pull the string back like change the position of the ball (risky I know) or is this the way it should be.

This is normal for a low B string for bass, don't worry about it. :)

That's called a taperwound string. If the B had all it's windings, action and intonation would be hard to control.
