Rating and Resistance for a Filter Cap decharger?

Hey guys, I need to clear some filter caps. What rating and restitance do I need for the resistor? Also, do you think I could build a filter cap discharger switch into a guitar amp? In essence, a switch that simple places a resistor across the filter caps. That would that work, wouldn't it? Thanks
