It's all about distance and how much input PAD available the IRIG has.
DI from the Tech21 into the IRIG XLR input is the best choice -but you must PAG or Gain down the +4dBU signal in order to not blow up the input -as that input doubles as a Mic input so it has a wide range of acceptable levels but dialing in the right level is critical . The Tech21 DI XLR out to IRIG XLR input will have a much better Signal to Noise ratio and for recording that's everything -unless the 1/4" actually circuit sounds better in an A/B comparison -which in some cases in the past has been true -There are many Japanese products that had -10dBV RCA and 1/4" circuit that was preferred for the characteristics it imparted to the sound -but these are the exception.
However 1/4" to 1/4" is totally fine for short distances (<6-10 ft) as the common mode circuit and level advantages of the XLR input don't really show themselves as much in short distances. If the Tech21 only has a 1/4" headphone out -it then has an extra transistor circuit which is creating more noise in signal to the IRIG -so avoid headphone out it IMO. If your TECH21 has a dedicated 1/4" out AND a headphone out -use the dedicated 1/4" out.
I used to record Tech21 Samsamp Bass DI all the time using the XLR out. It works fantastic. -although I would use a pro level preamp -but I expect in this day and age -you will see great results.
