Reverb Tanks & Bags

I'm thinking about upgrading the reverb on my amp from a 2 spring to a 3 spring tank. should I get a black tolex reverb bag while i'm at it? does the bag even do anything? or should i get a green carpet reverb bag? also, what does the delay mean?
any help would be appreciated

You probably mean decay. That means the length of the reverb trail.
I always thought the bags were to keep out dust and moisture, as well to dampen the noise of moving the amp.....when the springs rattle.
