Blackout pickups employ two low impedance coils followed by an electrically powered pre-amplifier stage inside the casing.
Coil splitting is not desirable. Firstly, it allows hum (which would then be boosted by the electronics). Secondly, it would involve physically breaking into the pickup.
One company known for combining single coil low impedance pickups with booster circuitry is Alembic. Even in this case, there will be a separate "dummy" noise-cancelling coil built into the instrument. (This coil functions with all of the instrument's pickups.)

I think he was talking about the coil pack with the bumper. In that case yes coil splittg is possible but will be noisy. If that's not what he is talking about then refer back to funkfingers post
