I have been recording all my raw tracks with a tascam neo 2488. Ican tranfer those files to my pc as wave files. What is a good program under 200$ ( I hope ) that I can use to edit mix and master my tracks. I aslo want it to be compatablewith vst plug ins as I plan to use drumagog on the kick drum tracks.

Yes! Reaper works good with vsts, mixing, editing, etc. I used to import stuff from an mr-8 and goof with mixes in reaper.

You should be able to get Cubase Artist 6.5 under $200, while reaper is good cubase is a step up and the artist version has a lot of power. There are plenty of VSTs for free that you can easily mix with (and are better then most stock plugs) such as Variety Of Sound, Modern Freeware, TAL.
