Some hybrid questions + ideas.

First, if you had an all tube amp and a SS amp with tube preamp, for lower volume (i.e not loud enough to OD the powertubes), assuming the preamp are the same, would there be any noticeable difference? I do assume yes, but just how big I don't know.

Secondly, would it be possible to have a hybrid power amp, and get the tubes to clip first, and get louder with a SS poweramp?

If the poweramp is running at a very low output you´re essentially only hearing the preamp, so the difference while possibly audible would still be minimal.

The Hybrid Poweramp idea is actually the way I understand it the general Idea behind the Powersection of the new Randall.... a driver tube provides the smooth clipping and harmonics and a high powered SS powersection with 400watts amplifies that without further clipping and the resulting fizzy SS tone.
