Some pole pieces are not grounded on a humbucker ... is that normal?

I recently installed a humbucker in a project guitar. All 12 pole pieces are "working" and have output, etc. However, I thought the pickup still had a little more ambient noise/buzz than it should and I noticed that when I touched some of the pole pieces on the inner coil, it hummed as if they weren't grounded. I decided to test it with my connectivity meter and - sure enough - only 8 of the 12 pole pieces were grounded/connected to ground (all 6 screws and 2 on the inner coil). (as an aside, all the other pole pieces on the other pick up have ground connectivity). I called SD, and - to be honest - the person I spoke with didn't seem to have a lot of confidence in his answers ... he said that the inner coils should be in contact with the base plate for grounding and that maybe some of the coils aren't reaching the base plate and/or something is breaking the contact. Although that sounded reasonable, he said that maybe I could push the coils down some - and I immediately lost confidence in his knowledge - lol. I am going to try and use conductive adhesive foil on the base plate to bring connectivity to the poles to see if that helps, but I was wondering if anyone else has had any experience with this.
