If she is just starting out I would suggest getting an square neck acoustic resonator guitar or an electric lap steel guitar. Both of those would be played in the same way as a pedal steel, but would be far cheaper in case she does not stick with it. Personally I would get the resonator because you would not need to purchase an amplifier as well.

Yes she would be starting out. Can you give me more info on the cigar lap, pictures?

There's a different technique between a pedal steel and a laptop/resonator - mainly, you have to learn how to integrate the knee levers and foot pedals. If she's learning lapsteel, then get her a lapsteel. If she's wanting to learn pedal steel, then pedal steel should be the starter.

True, but you have to master the techniques used on the strings first before moving on to levers and pedals. There's a lot that goes on up top that folks don't realize.

Right, but what I'm saying is that if she's going to learn from pedal players she's listening to on a regular basis (like most people learn any instrument), they're covering everything, not just chords and picking and bar control and vibrato and harmonics. They're going to cover the volume swells (volume pedal) and pitch changing with the levers/pedals.

Is she a total newb with music or does she have 6-string experience? If she's good on acoustic, particularly with open tunings, then the switch to pedal steel should be easier than if she's brand new.

She has a vast knowledge of music in general. She's an excellent piano player and played flute/xylophone forever too.

But for stringed instruments, would be something new.

Yes but that pedal steel has way more than 6 strings! If she wants to learn steel, get her a single neck E9 tuning pedal steel. Once she learns that, then she can move on to the double kneck with the C6 tuning on the second kneck. What beandip says about the picking technique is true, but why would want to learn a method for six strings when you're gonna have to re-learn it for 10?
