I don't think it has anything to do with the type of body.
If you want the bright, deep, glassy Strat tone of Hendrix, Mark Knopfler, SRV, **** Dale, etc. go for the Surfers.
If you want a tone with less of a glassy edge to the treble, a smoother tone with more mids, a tone that compresses a bit and allows you to shape the note with your pick and "squeeze" the note out a bit more easily then go for the Texas Hots.
They are both superb pickups and either set will get the Strat tones we know and love, but the Surfers have more of the classic sound and sound more like the original pickups in my '63 Strat to me.

I like Surfers more, mostly because I love the authentic A5 strat sound.
In my experience, basswood bodies sound best with hotter single coils, only because that type of wood can make vintage singles sound a little small. At least throw a Twangbanger in the bridge along with whatever neck/middle you decide on.

I prefer the Surfers in the neck and middle,but I still like an A2 bridge pickup in either the Texas Hot Custom or the Twangbanger...The Surfer in the bridge was too toppy for me.

I agree with John, although I've put a baseplate on the bridge pickup in the Surfer set in the last two sets I've installed and that changes the tonal balance a bit, adding some bass and lower mids to the tone of the Surfer Custom Bridge. Makes it into a Alnico 5 Twangbanger sort of. I like it!
