tuner bushing leaning

just finished my Warmoth built and noticed that the tuner bushing is leaning.
when I put them in I made sure that they are all flat and tight
when I noticed that they are leaning ,I actually removed the tuners and pressed the bushing again .but when I put the tuners back on ,they started leaning.
what is the problem?
