Why is my tone pot acting like a vol. ?

My tone pot, which I have two and they are both identical and both wired up identically, yet one of them is acting like a vol. ?

Without a pic it's hard to say, but my first guess is that you have signal shorted to the input of your tone pot so that your cap is being bypassed.

The wrong side of the cap is probably touching the pot casing.

the solder joint broke from the lug and the only wire in was on the middle lug and a ground on the casing, and it was acting like a volume. interesting. so my next question is normally a volume has all 3 lugs being used to act as a volume, and just now it was acting liek a volume with only the middle lug being used?

How was the pot wired? If the tone control was in parallel with the volume control, the bypassed capacitor wouldn't filter any frequencies from going to ground, and the rolled down "tone" control would just send the signal to ground.
