Would a 2x10 cab be a good way to reduce the low end in a bassy amp?

I'd say an EQ pedal would be your best bet.

Cabs vary. A 2x10 bass cab can be very effective for small stages.

what amp is it?

You probably could tighten things up with the right 12". The Eminence Legend v128 and Screamin Eagle have very tight bass

try an open back cab. Open backs tend to have less of a bass response than closed backs

some of the best bass rigs contain 10 inch speakers.

All things being equal, sure a 10" cab. will have less bass than a 12".

Thats true for bass drivers as well.
In general a 10" cabinet will be tighter..punchier.
An open backed ten inch cabinet will be looser and have more 0f a lively responsive tone.

Once you start getting very bass heavy speakers and multiple drivers along with ported cabinets you'll get some very heavy bass, same as with a smaller closed back 2x12 with normal speakers.
