I'm thinking in the lines of Blackstar, Jet City, Laney too perhaps?
Looking for an all-tube head, between 20 and 40 watts, two channels.

Feel free to offer!

Hell, you could buy any one of those new for that.

Not around here, my friend. ;)
Also, that's my top of budget. If cheaper, better!

Re: WTB: ~$500 head, 40 watts or less.

Can you get an Egnater Tweaker 15 down there?

Yeah, it's on discount at a local store, at exactly $500. I don't know how good that is on the USA, but right here it's a steal.

I think I'll pull the trigger on this one!

I'd sell you my minty Peavey JSX head fro $500.00 plus shipping and throw in the extra 80 watts for free. You can always pull two tubes to make it 60 watts....

I'd sell you my frenzel 5e3 deluxe plus for $400 plus shipping. That is 22 watts of handwired fender deluxe or Marshall JTM45 goodness depending on which channel you plug into.
