First of all, like others have said, the VK112 is fixed bias and it is NOT ADJUSTABLE. The intention is to buy tubes within a given "plate current rating" range; the Peavey branded tubes are all in the acceptable range.
Second; I wouldn't consider the VK series to be biased cold. They are what I would consider to be in the "normal" range with the correct tubes installed. Most of the ones I've seen sit in the 30 to 32mA range with correct tubes.
The VK design has what I consider to be fairly poor screen limiting; this is pretty common amongst most Peavey amps and I believe the intent is to give the 6L6s they use some EL34 character. Unfortunately, it also makes using tubes that have a high plate current rating challenging.
There is still the possibility that there is a problem with the bias circuit in the amp. I would highly suggest that you get it checked out by a tech to be certain.
