I`ve been checking out some of the vintage style Marshall heads and I`ve always wondered about the 4 inputs on the face. Are they Hi , Lo type inputs? I have heard about jumping the inputs but how exactly does that work?

You have a bright channel with high and low inputs, and a "normal" channel with high and low inputs.
Jumping the channels is just plugging a cable from the high output normal channel input jack into the bright channel low input jack...then plug the guitar into the bright channel high output jack. I never personally cared much for that sound..but some do. It sounds more "muddy" and less "brilliant" to me.I'm an internet person. All we do is waste time evaluating things that have next-to-zero real world significance.
