I would just recommend the Flashback. The H2O is only necessary if you are geeking out on a specific chorus from the 80's that's no longer in production. Doesn't sound like OP has thought it through at that level.
The TC is cheap, does analog, digital sounds, mimics specific units so it can get you in the ballpark of famous delays, has TonePrint if you don't like the stock sounds, and if you really want to geek out you can use the editor to reassign knobs and tweak settings not on the panel.
I have both an old Visual Tap Delay and an AlterEgo version of the TC. If you just need a good versatile delay that's not too expensive, get the TC.

I bought my first delay just about 8 moths ago - Flashback. Why? Versatility and fetches a decent price on the second-hand market (at least it did until they released the mk II two months later). It gives you ample noises to play around with at a decent price and if you ever settle on one type of sound that you want to use, you can easily pass it on to someone else and buy yourself a dedicated unit.--------------------------------------------------------
