Please help, nosy Blackout bridge pup

I bought a phase 2 Blackout that has this annoying buzz when I don't play. It's quite loud actually, this is the noisiest pup I've ever had if I think about it. I made sure my grounds and wiring is legit, I followed the Duncan wiring diagram to a T, I have the cavity shielded and I am still getting this annoying buzz. It goes away when I lower my tone pot to 0. Idk, maybe some higher quality CTS pots instead? I'm getting frustrated, if anyone can help out it would be very appreciated, thanks in advance.
