The first fret / top fret test is for setting neck relief.

I measure action at the twelfth fret position between the underside of the open string and the crown of the fret (or the fretless fingerboard).

How much relief is enough will vary, depending on string gauges, what tuning you use and how hard you attack the strings.

EDIT - Any comparison between the opinions of me and Dan Erlewine should be a no-brainer. Side with Dan. :D

Standard tuning, D'Addario 110s I believe they are. Light guage (low E is either a .100 or 105) not a heavy attack as Im a weak fingered newbie

Wanted to retouch on this tread one more time. I finally got a good measure done on this bass and looks like the action is 3/16 (dont have anything with 32nds) from the top of the 12 fret to the string all the way to the 22nd fret. It plays pretty darn good. Dont have much light under the strings when checking truss, so I worry a truss tweak may mess me up. My brain says leave it as to not mess up a good thing, but my AR side says, it could be better... go on.. tweak it... haha
