It's best to have the option to easily go on or off. Depends on the room and especially the floor construction. If the floor or room does not have too much rumble then I would almost always take the wheels off.

Carpet will dampen highs but won't really have much affect on the lows. The floor material itself and the space under the floor will have a big affect on the rumble.
