If you mean multimeter, then I've found that no, you can't tell. I've had pots read perfectly on a multimeter, and not function at all when installed.

If the resistance between the CCW lug (ground lug) and wiper cuts out in spots, or makes rapid jumps in resistance not consistant with it's taper, or jumps very low in spots ... and the same between the CW lug and wiper, then the pot is damaged in some way.
Generally speaking if the outer lugs check within spec (say a 500k pot being within it's tolerance), and the resistance swings fairly smoothly when the shaft is rotated slowly, I said smoothly, not in even steps or amounts as that is depending on the pot's taper (an analogue meter is actually a bit easier to see this on, but a digital works well also) from both ends, and there is no continuity between any of the lugs and the pot shaft or casing this doesn't apply to the ground lug if the solder lug is soldered to the pot back. Then generally the pot is good.
