15 watts is nothing for a bass.

I got my son in law a Fender Rumble 15 watt for christmas and it fills the room nicely with out even coming close to being dimed. Lots of low end and it is loud enough to actually do a coffee shop or acoustic gig with. It has an aux in for your MP3 player so he has used it at parties to fill the room with music. $79 IMO is nothing for an amp but these just happen to perform very well.

Some of the newer digital amps sound much louder than their wattage rating due to efficient use of bandwidth. That being said, I like my Peavey TNT 130 for my small practice room. Got it for about $200 at a pawn shop. No problem keeping up with guitar and drums in a 10'x12' practice space.

I played outdoor gigs with a 22 watt Fender Deluxe unmic'ed, 15 watts will get the job done. Why comment if you have never heard or played the amp?
On bass? (I was debating 200W/500W Rumble, ended up with 500W, because more power, right? :D)

On a related note, in my current band we do the following and all balance out.
15W Tube Guitar
50W SS Modeling Guitar
200W SS Bass
