I haven't used the rotary, but I've had negative experiences with a Behringer mixer or two. I've owned a few of their products, and I don't have any desire to own any more of them at any price.

Behringer gear can be pretty hit-and-miss in my experience. I have one of their DI boxes, and it feels solidly built and seems to be pretty much the industry standard at small venues. I've also got one of their MIDI foot controllers, and while the build quality is not perfect, I've used it a lot with no problems.
When it comes to effects, the best I can say about them is that they mostly aren't horrible. I have the GDI21 which seems to be a copy of the SansAmp GT2 but is about 1/5 of the price - it has some useable sounds, but I would hope the SansAmp sounds better.
