I know you said you didn't like Line 6, but I really like my POD HD400. I like it best through my amp, but it sounds pretty darned good through headphones too. They're discontinued now, but I gotta believe that their newer stuff is at least as good (probably better). They also have that Amplifi line of amps that also double as a bluetooth speaker which could be played nicely at low volumes or through headphones.

As a NYC resident I've been playing both amps and amp sims for years in my apartment. My current amps are Marshall SL5 and Soldano Astroverb - both of which sound very good at reasonable levels and do not generate complaints. At late night I use various "headphone" solutions - I've moved from various POD products now to iOS products. Currently I use Jamup and Bias Fx on iPhone and iPad with the iRig pro (I think - $100 version - the cheaper one squeals). I've previously used Amplitube for a few years as well. These sound very good through good headphones. And both plug right in to garage band for recording and such. Very convenient. They are also cheap - even with in app purchases you're only in for $20-$30.

This for me. I use Jamup Pro and Bias with headphones through an Apogee Jam. Sounds pretty flippin awesome for a sim. Bias is pure easy tweakability too. Change tubes, transformers, gain stages, look, cab, mic, etc. On ipad its the easiest interface to customize amps. Download other players models too. Now they have Bias FX on ios too.
