Depends on what you're looking for. Tube amp is a broad term.
I think in pretty much any case, you need to go back to the 'originals.' I'd say close to 90% of amps are just trying to emulate something that's already been pretty close to perfected.
If you want Fender-y cleans, you'd want a vintage Fender, most likely from the Blackface era. If you need headroom with those cleans, I say a Twin Reverb.
If you want Vox-y cleans, you'd want an original AC-30.
If you want Marshall-y dirt Plexi-style, you'd want an original Marshall Plexi.
Etc. etc.
It's all personal preference.

All these things are very expensive, and hard to find which is why these boutique guys are in business. A Germino will most likely give an old Marshall a run for it's money as a Fuchs is apparently a more versatile Dumble.
I think the best tube amp would be one that got everything in one package. Cleans JUST like an old Fender or Vox, dirt JUST like an old Marshall and maybe lead tones JUST like a Dumble. Amps are around like that, but they contain many compromises.
