Yes, if you notice, the back plane of the pot is typically used as ground (you have to run a wire from the back of the pot to the output jack ground to do this - unfortunately, it looks like that one drawing is missing that for the volume. It shows it for the tone.).
Electricity flows from positive to ground. The middle lug is the input of the volume control. The + of the jack is wired to the middle lug of the volume. The pickup + is wired to one side of the volume, and the - ground is wired to the other. As you turn the volume up, you are connecting the + from the jack to the + of the pickup. As you turn the volume down, you are grounding out the signal before it can reach the pickup, effectively turning the guitar off.
