Take it to a tech cuz it could be dirty tube sockets, or caps leaking. without a tech looking at it it's all speculation.
The night train 15 had a fizzy note decay and it seemed to be related to amp design (design of the preamp stages and phase inverter, and power supply filtering), for me it was something that mostly went away as the master volume was turned up and gain turned down, or was less noticeable. But if the amp and tubes are ok then... that's what your amp sounds like at those settings, some other voxes I've played can be fizzy especially at low volumes. AC15 and AC4 both kinda did that for me as well.
When voxes do overdrive well it is usually a lot of phase inverter and powertube breakup, and speaker dynamics and such that hide or balance the fizz. Sounds like you're pushing a vox preamp too hard which a lot of people learn you have to be really careful with.
The thing that helped most to get rid of the crackly/fizzy note decay sound for me was sell the amp and get into marshall and orange
