The 15 does not have a power scaler, but it has a master volume.

The volume is infinitely variable, and you can turn it way down and get great tone at low dB.

It's important to note, the tube power amp is related to the master volume.

If you want to drive the tube real hard, and keep a low volume, and I do this all the time, is turn MASTER VOLUME up and turn VOLUME down.

Note that there are both a VOLUME and a MASTER VOLUME.

VOLUME controls the preamp volume and MASTER VOLUME controls the power amp volume.
