Cutting Forbon To Make Bobbins

How does one go about cutting forbon to make flatwork for bobbins pups? I have only a limited amount of hand tools.

not sure never done it. i guess id cut the basic shape first with whatever saw i had.
use something to scrape out the groove where the wire will be wound then drill the holes for the pole pieces.
i bet most are injection molded
