Does wiring speakers in series or parallel affect the tonal character?

And, in addition to that, when you can buy the same speaker in an 8 or 16 ohm version, does that affect the sound?

yes series vs parallel makes a difference. parallel seems more detailed and series seems a little thicker in the low mids.

i havent noticed a difference between the 8 and 16 ohm versions of the same speaker

Go parallel. If one speaker stops working the other will still work. (though you would want to power down and hook back up with the correct ohm setting) In series if you lose one you've lost them both. That could be really bad for the amp too.

Raise impedance and you get bass drop-off (as if highs are more clear)
Same goes for guitar cables.

Most 4x cabs will be series and parallel. 2x cab can be either series or parallel.
If you think your cab does'nt have enough bass and it is wired in series AND if your amp allows it (Ohm selector), you could re-wire to parallel...
