I buy and sell alot online and personally, I think there is nothing wrong with a seller asking for a surcharge to accept a certain form of payment, such as PayPal. It's ultimately up to the buyer to decide if he wants to accept the terms of the sale. Its no different from going into a local store and getting a better price if you pay cash instead of a credit card. eBay & PayPal have gotten downright greedy with their fee's (I know first hand!).
One important note though - The seller should always disclose the terms UPFRONT! If they try and pull a fast one after the sale, I'd stay clear.....Just my $.02
