in a nutshell, impulses capture the frequency and phase response of a system. Since they have a time element, they can also used to recreate the reverberations of a space.

Think of it as a photograph. An impulse response is an image of a particular sound captured by a microphone. When you apply an IR, you are layering that image onto your audio. Some IRs are interactive in that they allow you to manipulate the image just as you would a photo within Photoshop.
