Fender Blues Jr Help

Uploaded this for my cousin (his amp and his playing) who sent this to me to try and get advice on how to fix his amp. I've tried to troubleshoot as best as I can but he is out of state. The amp is very noisy even with your guitar's volume off. The amp sounds like the reverb is on and sounds like a blown speaker at every volume.

* Tubes were checked and are fine (replaced anyway.)

* Speaker was checked and is fine (tried a brand new C-Rex and still has the same problem)

* Soldering was checked and nothing appears messed up.

So here is a video of him playing. Any suggestions?

Unplug the reverb tank (2 RCA plugs in the bag). Just a long shot?????
Sadly, billm just recently passed away, although someone (a relative I think) is supposedly handling the business.

I'm sure you've already tried but just in case try it with a different guitar & cable.
To my ears it sounds like when you have one end of the cable in the amp & shorting the tip & ring of the other end with you finger.
It could just be a bad lead or jack socket.

* Multiple attempts to contact BillM Audio (multiple sources said he was the go-to-guy for all things Blues Jr.) for help but never heard back
I believe Bill M. has passed away.

thinking about it this makes more sense perhaps the reverb cable or tank is faulty & intermittently shorting remove the cable at the amp side & try the amp sans reverb. After that try desoldering the reverb pot.
Sounds very much like an intermittent short to me

Just found out the man passed away, RIP.

Thanks for the updates! I passed the info along and he will try it out. Thinking it may be a bad transformer...?

Re: Fender Blues Jr Help

have you looked inside for toasted resistors? Screen resistors have a habit of cooking in all those fender amps. If one has burned out, replace it with the same value but a higher wattage so it can throw off heat easier.
Also, have a look on the underside of the pcb for any signs of burning or discoloration of the solder and traces.
