Will all four pickups be mounted through the arched top? Will the top be pressed lam or carved from solid? I am just wondering aloud whether the string tension load will be more than the top can handle.

As for who could build it for you. That sounds like something a competent custom builder could do for you, provided the rest of the guitar isn't too crazy and they're up to snuff on their wiring capabilities. There's a number of people on this board that build guitars that could be of service, but I don't know who they are offhand.
Something I thought of... none of those pickups are considerably hotter than the other but you might want to consider running a good compressor, like a Barber Tone Press or the like, when playing this guitar, just to even things out and make it easier, if nothing else. For the genres you'd be using it for, a little compression might help anyways.
I always wanted to try something like this w/ the Duncan lil buckers in a Strat. In theory, it wouldn't be that hard to pull off. The wiring is going to be off the hook crazy. Especially in a hollow body.
