Most recently, Peter's family and I believe a government agency that is responsible for monitoring his condition and well-being stepped in to get him out of the Peter Green Splinter group and away from Nigel Watson. There was a lot of concern that they were taking advantage of Peter and basically forcing him to tour and record. Peter is now back in seclusion I believe. There is a now a court case going on (Peter Green vs. Nigel Watson) but there is a gag order in effect so you don't see a lot about it.
With everything that has gone on I don't know if Peter will ever be half/way normal. Back when he made one of his first comebacks (late 70's I think)Mick Fleetwood bought him a 1959 Les Paul to help get him started. Peter had it for a few weeks then just gave it to some guy he met on an elevator. Mick had to then hunt the burst down to get it back.
